National Thematic Review of Adoption Services

This national thematic review draws on findings from inspections of all five Regional Adoption Collaboratives, alongside direct engagement with children, adoptive parents, birth families, and professionals.

This is the first time CIW has brought together findings from inspections of all five RACs into a single national picture. The review draws on evidence from case records, surveys, and direct conversations with children, adoptive parents, birth families and professionals across Wales.

Adoption services in Wales are delivered by a committed and skilled workforce, supported by leaders and partners who are determined to improve the lives of children who can no longer live with their birth families.

The report shows a national picture of a system ready to move from good intentions to consistent delivery, and the evidence of what that looks like already exists within Wales.
