Child protection rapid review: progress update

We have published a follow-up statement on the progress made since the Child Protection Rapid Review was published in September 2023.

The review, commissioned by Welsh Government in 2022, examined decision-making around child protection across Wales following a number of tragic child deaths in England and Wales. It focused on ensuring that children's names are placed on, and removed from, the child protection register only when it is safe to do so.

In this statement we acknowledge the significant efforts made by Regional Safeguarding Boards, local authorities, health boards, and education services in implementing the review's recommendations. The report also highlights notable progress in multi-agency collaboration, standardisation of thresholds, and child-centred practice across Wales.

Key developments include the establishment of performance dashboards and national trackers, multi-agency training initiatives, and strengthened governance and assurance mechanisms. Regional Safeguarding Boards have developed detailed improvement plans and are undertaking self-assessments to maintain focus and gauge progress.

The statement also recognises that challenges remain in achieving consistency, robust data-sharing, and addressing workforce pressures. Continued national coordination, partnership working and targeted support will be essential to maintain momentum.

Care Inspectorate Wales has worked closely with Estyn and Healthcare Inspectorate Wales to monitor and review improvements through structured evidence reviews, joint meetings, and round-table discussions with safeguarding partners.
