Care Inspectorate Wales concludes improvement check of Pembrokeshire County Council adult social services

The inspection, which took place between 8 and 9 July 2025, assessed the progress made in addressing previously identified areas for improvement.

We have recently completed an improvement check of Pembrokeshire County Council’s adult social services, following the Performance Evaluation Inspection (PEI) in April 2024.

Key strengths identified

  • Assessments and care plans are of good quality. The 'What Matters' conversations provide clear insight into each person's life circumstances and challenges, resulting in well-informed, individualised care planning.
  • Care and support plans are detailed and comprehensive. They include specific breakdowns of the personal care needed to help people maintain their independence.
  • The local authority is committed to fostering collaborative partnerships with third-sector organisations. Considerable efforts have been made to utilise third sector services to provide early help and preventative support.

Areas requiring further development

  • Leaders should further enhance the approach to communication and collaboration with staff.
  • The local authority must ensure assessments focus fully on ascertaining an understanding of the role of informal carers and how this links to care and support being provided.

Next steps

We expect the local authority to consider the areas identified for improvement and take appropriate action to address and improve these areas. We will monitor progress through our ongoing performance review activity with the local authority. 

The Improvement Check follows the statutory responsibilities outlined in the Social Services and Well-being (Wales) Act 2014 and helps determine how effectively local authorities support and sustain improvements for people and services.
