This website is run by Care Inspectorate Wales (CIW). We want as many people as possible to be able to use this website.
Using this website
Care Inspectorate Wales (CIW) is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
We’ve also made the website text as simple as possible to understand.

Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 (External link) AA standard, due to the non-compliance issue listed below.
- Some document attachments are not clearly written
- many older PDF documents aren’t fully accessible to screen reader software

The content listed below is non-accessible or not within the scope of the accessibility regulations.
Issues with PDFs and other documents
Many of our older PDFs don’t meet accessibility standards - for example, they may not be marked up so they’re accessible to a screen reader.
Some of these are historic documents and are either not owned by us or not essential to providing our services. These types of documents are exempt from the regulations.
We are currently working through all our PDFs to replace them with an accessible HTML version where possible. Any new PDFs or Word documents we publish will meet accessibility standards.
If you need to access information in one of these document types, please contact us and ask for an alternative format.
Preparation of this accessibility statement
This statement was prepared on 04 January 2024.
This website was last fully tested on 12 December 2019. The test was carried out by Connect Internet Solutions Ltd against the Web Content Accessibility Guidelines version 2.1 (External link) AA standard.
We tested a combination of core templates, commonly used which included:
- Login portal
- Start an application page
- About you application page
- Declaration of application page
- Service provider template
Further ad hoc testing has been conducted by Welsh Government on any additional website developments since the initial test in 2019 using automated testing tools.
